Recently, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the Development and Reform Commission (hereinafter referred to as the four ministries) jointly issued the "Development and Reform Commission of the Ministry of Industry and Information Technology of the Ministry of Finance on Further Improving the Policy of Financial Subsidies for the Promotion and Application of New Energy Vehicles" "Notice" (Caijian [2020] No. 593, hereinafter referred to as "Notice"), the interpretation is as follows:

1. About the background of the "Notice"

In accordance with the decisions and deployment of the Party Central Committee and the State Council, since 2009, the Ministry of Finance and relevant departments have strongly supported the development of the new energy automobile industry. With the joint efforts of all parties, my country's new energy vehicle technology level has been continuously improved, product performance has been significantly improved, and the scale of production and sales has ranked first in the world for five consecutive years.

At the beginning of 2020, due to multiple factors, my country's new energy vehicle market has declined. In order to support the high-quality development of the new energy vehicle industry and promote the consumption of new energy vehicles, the four ministries and commissions jointly issued the "Notice on Improving the Fiscal Subsidy Policy for the Promotion and Application of New Energy Vehicles" (Caijian [2020] No. 86) in April 2020. The implementation period of the new energy vehicle promotion and application of the fiscal subsidy policy has been extended to the end of 2022, and the decline in subsidies for the purchase of new energy vehicles in 2021 and 2022 has been clarified in advance to stabilize market expectations. Driven by the steady recovery of economic growth and the support of relevant policies, my country's new energy vehicle market has bottomed out from the second quarter and has sold 1.109 million vehicles from January to November, a year-on-year increase of 3.9%.

In order to further promote the healthy and orderly development of the new energy vehicle industry, in accordance with the relevant provisions of the Caijian [2020] No. 86 document, the four ministries and commissions have recently jointly issued the "Notice", which further clarifies the relevant requirements of the fiscal subsidy policy for the promotion and application of new energy vehicles in 2021 .

2. Regarding the new energy vehicle purchase subsidy standards in 2021

According to document No. 86 of Caijian [2020], the purchase subsidy standard for new energy vehicles in 2021 will be reduced by 20% on the basis of 2020; in order to speed up the electrification of vehicles in public transportation and other fields, urban public transportation, road passenger transportation, and rental (including online appointments) Vehicles), environmental sanitation, urban logistics and distribution, postal express, civil aviation airports, and new energy vehicles that meet the requirements of the public affairs of the party and government agencies. The subsidy standard in 2021 will be reduced by 10% on the basis of 2020. According to this, the "Notice" clarified the subsidy standards for different types and fields of vehicle products, providing a basis for the precise implementation of subsidy policies. Taking into account that the relevant decline rate has been issued in advance through Caijian [2020] No. 86 document, the above standards will be implemented from January 1, 2021.

3. Regarding the threshold requirements for product technical indicators of new energy vehicle purchase subsidies in 2021

In recent years, driven by the subsidy policy to support the best and the strong, my country's new energy vehicle technology has improved significantly and the product practicability has been greatly improved. In order to stabilize the company's R&D and production expectations and support the industry to maintain a good momentum of development, in accordance with the requirements for maintaining overall stability of technical indicators, the purchase subsidy policy in 2021 maintains the technical indicator thresholds such as power battery system energy density, driving range, and energy consumption.

Considering that my country’s new energy vehicles will adopt new test method standards in 2021, which will affect the technical index values of some vehicle products. In order to ensure a smooth transition between the new and old standards, the "Notice" proposes to insert the test method according to the new test method. For electric hybrid (including range-extended) automobile products, the threshold requirements for technical indicators such as driving range and energy consumption shall be reasonably regulated according to the same technical difficulty. The technical indicator thresholds of other new energy vehicles under the new test method standards shall be governed by Caijian [2020] No. 86 Document.

4. Regarding further strengthening of supervision and management

The quality and safety of new energy vehicles are related to the vital interests of consumers and are an important prerequisite for the healthy and sustainable development of the new energy vehicle industry. In recent years, the safety and reliability of my country's new energy vehicle products have improved significantly, but safety accidents still occur, and product safety and quality still need to be further improved. In order to further strengthen the safety supervision of new energy vehicles and effectively protect the interests of consumers, the "Notice" further strengthens the main responsibility of the product quality of the manufacturer, and proposes that if the manufacturer's safety management system is not in place and cause a major accident and be punished by the competent authority, the product is known to If there are quality problems that do not take the initiative to recall, cause a major accident, or are ordered by the competent authority to recall, depending on the degree, the recommended model list will be suspended or cancelled, and financial subsidies will be suspended or cancelled.

At the same time, the "Notice" proposes to further strengthen the audit of purchase subsidies and increase the proportion of on-site audits of key enterprises. Implement and improve the new energy passenger vehicle points trading policy, accelerate the study of the new energy commercial vehicle points trading system, and promote the market-oriented development of the new energy vehicle industry.
