    Second, improve the new energy vehicle acquisition related fiscal and tax support policies.

    Extending the subsidy policy for the purchase of new energy vehicles until the end of 2022, and easing the intensity and pace of subsidy degrades in 2020-2022, and speeding up the liquidation of subsidy funds. We will accelerate the promotion and application of new energy vehicles in urban public transportation and other fields. The preferential policy of exempting new energy vehicles from vehicle purchase tax will be extended until the end of 2022.

    Third, speed up the phase-out of scrap old diesel trucks.

    Support beijing-Tianjin-Hebei and the surrounding areas, the Plains and other key areas to phase out the country's three and below emission standards of operating diesel trucks, the central government to coordinate vehicle purchase tax and other existing financial channels, through the "reward replacement" approach, to support the key areas to complete the elimination of 1 million vehicles target task. Relevant key areas should earnestly implement the "Three-year action plan to win the blue sky defense war" and study and introduce economic compensation measures to eliminate the scrapping of old diesel trucks as soon as possible.

    Fourth, smooth circulation of second-hand car transactions.

    Optimize the system of vehicle transaction registration, implement the policy of completely eliminating the restrictions on second-hand vehicles, expand the export business of second-hand vehicles, revise and introduce the Measures for the Administration of the Circulation of Second-hand Vehicles, give full play to the role of the electronic file system for automobile maintenance, support second-hand car transactions, speed up the circulation of second-hand vehicles, and drive the consumption of new cars. Strengthen the management of the second-hand car industry, regulate the behavior of second-hand car distribution enterprises, from May 1, 2020 to the end of 2023, the second-hand car distribution enterprises to sell used cars, reduced by 0.5% of sales of value-added tax.

    Fifth, Consumer Finance with Good Cars.

    Financial institutions are encouraged to actively carry out financial businesses such as auto consumer credit, increase support for auto personal consumption credit, and continuously unlock the potential of automobile consumption by appropriately lowering the down payment ratio and loan interest rates and extending the repayment period.
