Relax Access for the Production of New Energy Vehicle

On April 7, the Ministry of Industry and Information Technology (MIIT) revised some provisions of the regulations on “new energy automobile manufacturers and product access management”. The main revised contents of the access regulations include: to delete the requirement of "design and development capacity" for applying for the access of new energy automobile production enterprises, so as to better stimulate the profits of enterprises and give play to the decisive role of the market in resource allocation. adjusting the time for new energy vehicle manufacturers to stop production from 12 months to 24 months, If the production enterprises of road motor vehicles and product access management measures fail to maintain normal production and operation for two consecutive years, special publicity is required. Delete the interim provisions for new energy vehicle manufacturers to apply for admittance. The deletion of the newly built pure electric passenger vehicle production enterprises shall meet the provisions of the "newly built pure electric passenger vehicle management regulations" at the same time.

The Ministry of industry and information technology（MIIT）said that the revised rules will further relax the entry threshold, stimulate market vitality, strengthen in-process and post-process supervision, better adapt to the development needs of China's new energy automobile industry, and promote the high-quality development of China's new energy automobile industry.
