On February 8th, to actively respond to COVID - 19 outbreak, to guarantee the healthy sustainable development of auto industry in the spirit of the central support package of policies in Hubei province economic and social development requirements, as well as on the modified  《average fuel consumption and new energy automobile passenger car enterprises management method integrating parallel》decision. the Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Commerce, General Administration of customs, According to the order No. 53 of the State Administration of supervision and administration of the people's Republic of China, the following notices are issued on the average fuel consumption of passenger car enterprises and the integral management of new energy vehicles in 2020.

1．In terms of fuel consumption accounting of out of cycle technologies / devices, for vehicles with standard idle start stop system, braking energy recovery system and shift reminder device, their fuel consumption can be reduced by a certain amount (can be accumulated) in 2020 enterprise average fuel consumption integral accounting.

2．The negative points of new energy vehicles generated in 2020 can be compensated by the positive points of new energy vehicles generated in 2021.

3．For the passenger car enterprises registered in Hubei Province, the average negative points of fuel consumption and new energy vehicles generated in 2020 will be reduced by 80%.
